Google Expands Universal Commerce Protocol Hub with Cart Transfer, YouTube Business Agent Betas, and Global AI Insights

Google is aggressively expanding the capabilities of its Universal Commerce Protocol (UCP) framework, introducing new tools designed to bridge the gap between discovery and final transaction. Announced in a holiday shopping update by Ashish Gupta, Google’s Vice President and General Manager of Merchant Shopping, the tech giant is rolling out cart transfer capabilities and expanded checkout testing within the Merchant Center hub. These features aim to give merchants greater control over customer relationships, addressing long-standing retail industry concerns regarding transactional detachment on third-party platforms.

The newly deployed options are currently rolling out gradually across the United States. International expansion is already on the horizon, with Australia and Canada slated to receive the updates in early 2025. This rollout builds upon UCP’s existing infrastructure, which already powers direct checkout capabilities for hundreds of thousands of brands and retailers operating across Google’s extensive ecosystem. Alongside these checkout modifications, Google is launching a U.S. beta for Business Agent in YouTube ads and expanding its AI performance insights reporting to a total of five countries.

The evolution of Google’s Universal Commerce Protocol has moved swiftly since its initial conceptualization. The cart transfer feature—formally documented by developers as the Transfer to merchant cart capability—is not entirely new, but its operational integration within the Merchant Center represents a significant milestone for merchants.

The underlying concept first surfaced as a draft feature in early spring, followed by an official acknowledgement during Google Marketing Live in May, where executives highlighted that shoppers would soon be able to seamlessly transfer selected items directly to a merchant’s native website. Throughout the summer and autumn, developer documentation was updated to include a streamlined checklist for this option, effectively bypassing the need for full product feed setups, exhaustive product warnings, and preliminary customer support documentation. Additionally, Google introduced a sandbox environment within the Merchant Center tab, enabling developers and merchants to safely test incoming cart and checkout requests from Google.

To gain access to the hub and its accompanying features, merchants must currently complete a technical setup process, submit a formal expression of interest via designated forms, and await selection as Google scales the platform.

Balancing Brand Identity and Conversion: The Strategic Value of Cart Transfer

When Google initially introduced direct checkout via UCP, it was met with a mixture of enthusiasm and hesitation from the retail community. While instantaneous transactions reduced friction and boosted conversion rates, industry stakeholders quickly voiced concerns over trade-offs. Retailers noted that when transactions occurred entirely within Google’s environment, customers never physically visited the merchant’s online storefront. Consequently, shoppers missed out on cross-selling opportunities, complementary accessory suggestions, and, most importantly, the foundational brand immersion necessary to build long-term customer loyalty.

The introduction of the cart transfer pathway directly responds to these criticisms. By allowing shoppers to curate their baskets on Google and then instantly transport those items—fully loaded and ready for purchase—to the merchant’s proprietary checkout page, brands reclaim the crucial final mile of the consumer journey. This mechanism ensures that consumers land directly on the retailer’s site, where they can be exposed to brand messaging, loyalty programs, and wider product catalogs, striking a balance between Google’s frictionless discovery and the merchant’s ownership of the customer relationship.

Detailed Analytics and Performance Tracking

Data visibility remains a critical component of the updated UCP hub. Google has integrated a specialized UCP Analytics Reporting dashboard directly within the Merchant Center tab, giving eligible merchants unprecedented visibility into consumer behavior.

According to updated developer documentation, the dashboard is accessible to any merchant who has enabled UCP and holds the Performance role within their account. The reporting suite tracks the checkout funnel meticulously, recording metrics from the exact moment a user clicks a Buy button to the final completion of the transaction. Furthermore, the dashboard supplies granular data on average order values, cancellation rates, account linking statuses, and showcases top-selling UCP-enabled products.

However, integration remains a work in progress. Current developer notes indicate that this detailed analytics data is not yet accessible through the broader Merchant API, meaning merchants must rely on the Merchant Center interface to monitor performance metrics. This reporting infrastructure operates independently from Google’s separate AI performance insights report, which measures high-level metrics such as share of voice, search frequency, and product visibility rather than direct conversion funnels.

Expanding AI Capabilities: YouTube Business Agent and Global Insights

Beyond checkout mechanics, Google is leaning heavily into conversational artificial intelligence to enhance retail engagement. The company has officially opened a U.S. beta program for Business Agent within YouTube ads. This feature allows qualified retailers to embed a branded, interactive AI agent directly inside their video advertisements. Viewers can interact with the agent to browse inventory, ask specific product questions, and evaluate options without ever interrupting their viewing experience or leaving the YouTube platform. While Google has not yet publicly disclosed the precise qualification criteria or the expected timeline for the beta, the move signals a major push toward interactive, in-stream commerce.

Simultaneously, Google is broadening the geographic footprint of its AI performance insights report. Originally launched as a pilot restricted to a select group of U.S. accounts, the report is now generally available to merchants in Australia, Canada, India, New Zealand, and the United States. Designed to track organic AI traffic, the report provides qualitative guidance on which product attributes should be optimized to capture visibility within generative search experiences.

Industry analysts note, however, that structural data gaps remain. The AI performance insights report currently supports English-language queries exclusively across the five designated countries and does not yet provide explicit click-through metrics or definitive confirmation of whether AI-driven search modes are successfully driving traffic to external web pages.

Implications for the Digital Commerce Landscape

Google’s steady rollout of the UCP hub, cart transfer options, and conversational advertising tools highlights a strategic pivot toward collaborative commerce infrastructure. By providing technical pathways that respect both consumer convenience and merchant autonomy, Google is attempting to mitigate friction points that have historically hindered platform-agnostic shopping adoption.

As the UCP hub continues its staged deployment across North America and prepares for its Australian expansion in the coming year, digital retailers are encouraged to audit their current Merchant Center configurations. Merchants equipped with early hub access can immediately verify their integration tabs for the new cart transfer and analytics modules, positioning themselves to capitalize on changing consumer behaviors ahead of the wider global rollout.
